Mongolia Black Horse AI Computing Park
Planned in South Gobi, Mongolia, combining green compute infrastructure, an offshore AI innovation lab and a global startup incubator. Phase 1 is a 5–20MW modular pilot; further expansion depends on pilot results, permits and financing.

Three functional zones: A / B / C
Green Compute Infrastructure
Phase 1 plans 5–20MW of containerized GPU pods, procured and deployed in modules. Proposed offers include dedicated pods, shared GPU subscriptions and private hosting. GPU models, rack density and delivery capacity remain subject to compliant procurement and design.
AI Innovation Lab & Industry Ecosystem
An offshore AI innovation lab is proposed with MIAI: green computing and PUE research, Mongolian-language, remote-sensing and mining datasets, model fine-tuning, annotation, training and research publications. The Institute provides academic collaboration only, with no equity investment or commercial guarantee.
Global Startup Incubator & Campus Services
The planned incubator offers compute vouchers, research mentors, international capital introductions and access to WAIO assessment. Eligibility, support, equity and lease terms require review and written agreements; no fixed discount or investment return is promised.
Energy, cooling, compliance & certification
Wind, solar & storage
A proposed source-grid-load-storage system combining on-site wind, solar and battery storage, targeting 100% renewable generation. Supply sizing, reliability and backup require engineering assessment; tariffs are not confirmed.
Natural air cooling
Cooling relies mainly on passive natural air cooling suited to South Gobi's arid climate, with limited liquid cooling where needed. Target PUE ≤1.18, subject to commissioning tests and energy audits.
Regulatory review
Land, environment, construction, energy, investment, export-control and data obligations must be reviewed, including end-user and beneficial-owner checks. No automatic licensing exemption is claimed.
WAIO certification framework
The proposed WAIO joint green-neutral compute certification covers annual energy and carbon audits, offshore data-isolation compliance and AI safety evaluation. No certification has been awarded; assessments do not replace government permits.
Events
Proposed: an annual South Gobi Offshore AI Summit, research workshops with MIAI and WAIO global AI standards working-group meetings. Dates and speakers to be confirmed.
